European Blue Card

The European Blue Card is the residence permit intended, in Luxembourg, for third-country nationals admitted for highly qualified employment. It requires verifying qualifications, the contract, and remuneration concerning the applicable conditions to the file.

The procedure presented by Guichet distinguishes a first step before entry, with a temporary residence permit application and, if necessary, a long-stay visa, then a second after arrival: municipal declaration, medical check, and card application. Certain mobility situations from another Member State follow particular rules.

On the employer's side, prepare an offer and supporting documents consistent with the position actually proposed. On the candidate's side, verify the proof of qualification and the validity of the documents. The remuneration threshold must be checked in its current version; an old value taken from an article is not sufficient. The Blue Card does not cover all professional activities indiscriminately.
