Career records in Luxembourg: how to correct missing periods
A job or year appears absent from your career record. Before concluding that rights have been lost, identify the nature of the document, the period it covers and the type of period you are looking for. An omitted declaration, a foreign career and a supplementary period require different handling.
Understand what appears on the record
The CNAP explains that supplementary periods, such as certain study or child-raising periods, are determined when the pension application is made and do not appear on the career record. [1] Their absence therefore does not, by itself, establish an error.
Keep the complete document, including its issue date and explanations. Check whether you are comparing an annual extract, a career summary or an estimate. An old document may predate a declaration or adjustment: note dates before preparing your request.
Locate the discrepancy precisely
Build a personal table showing start and end dates, employer, country, situation and available documents. Distinguish an entirely missing period from a remuneration amount that appears incorrect. These observations require different checks.
For salaried employment, look for the contract, payslips, employment certificates and affiliation documents. Clearly state if some are missing. An old company name or merger may explain matching difficulties: add known names without altering original evidence.
Direct the question to the right institution
The joint CCSS–CNAP portal directs errors in the extract to the CCSS and questions about supplementary periods or baby-years to the CNAP. [2] This distinction avoids sending the same general request to several departments without specifying its purpose.
Make a short request: relevant period, disputed entry, correction sought and attachments. Use an official channel and do not publish your identification number or payroll documents publicly. Keep a copy of the request and its reference for later exchanges.
Deal with periods worked abroad
When preparing a pension application, the CNAP recommends a career record from the foreign institution; failing that, it asks in particular for the foreign insurance number, employment dates and institution concerned. [3] A foreign period must not be presented as a missing Luxembourg contribution without assessment.
Request documents early, especially where several countries or regimes are involved. Check consistency of identity and dates across records. Report discrepancies with supporting evidence rather than rewriting what you believe the career should be.
Check the response and keep the history
- Compare the new record with the old one, period by period.
- Check that the requested correction has been addressed, not merely received.
- Request an explanation if the disputed entry is maintained.
- Have remedies assessed if a formal decision refuses a right.
An administrative correction request and an appeal against a pension decision are not interchangeable. If retirement is approaching, mention this from the first exchange. KM Legal can help organise reconstruction and analyse a disputed reply.
Frequently asked questions
Are study years missing from my record lost?
Not necessarily. The CNAP explains that supplementary periods are examined at the pension application stage and do not appear on the record. Their recognition remains subject to applicable conditions.
Who should I contact about an error in declared salary or periods?
The joint portal directs extract errors to the CCSS. Prepare the exact period and supporting documents; a pension or supplementary-period question may fall to the CNAP.
