Your employer has not registered you with the CCSS: how to regularise your situation
You have started working but received no confirmation of affiliation. Check the situation rather than relying solely on your payslip. Contribution deductions, a pending application and affiliation actually recorded are different things.
Check what has been recorded
For an employee subject to Luxembourg social security, the employer handles affiliation. The CCSS sends confirmation after registration. Its FAQ advises an employee who has not received the letter within a fortnight to contact the employer to regularise the situation. [1][2]
First check the address used, identification number and declared start date. An identity or contact-detail error may explain a missing letter, but does not remove the need to check affiliation.
Request confirmation from the employer
Send a written request stating your actual start date and asking for confirmation of the step completed. Keep the response. If a correction is announced, ask which dates and information were amended, then verify the outcome with the CCSS.
Prepare your contract, payslips, payments received and evidence of when work actually began. If no written contract is available, organise other documents carefully to describe the relationship and periods concerned.
Also check declared salaries
Affiliation does not conclude every check. The employer also declares pay and hours to the CCSS. It explains that where a salary has not been declared, the employee can submit payslips for the relevant months so their insurance record can be updated. [1]
Compare months and amounts in your documents. Report an omission precisely: period, employer, amount and corresponding document. Do not confuse undeclared wages with unpaid wages; the two situations may require different steps.
Assess the consequences without jumping to conclusions
If treatment, a benefit or a career record is affected, retain the decision received and connect it to the disputed period. Correcting a declaration and challenging refusal of a benefit may require separate follow-up.
In a posting or multi-country work situation, first check which social security regime applies. Lack of Luxembourg affiliation does not, by itself, establish an irregularity if another regime is legally competent.
Does a payslip prove everything is in order?
It is useful evidence, but must be compared with the information actually recorded by the institution.
What if the employer does not respond?
Keep the requests sent and contact the CCSS with available documents. If an employment disagreement or social security decision arises, have additional steps assessed.
KM Legal can help document the employment period and analyse difficulties arising from incomplete affiliation or declarations.
