CNS reimbursement refused: understanding the reason and challenging it
A paid invoice is not always reimbursed as expected. Before concluding that a refusal is unjustified, determine whether the issue is an incomplete file, a disputed calculation or a decision about entitlement to coverage. This distinction helps direct the right request to the right person.
Start with the statement, not just the amount received
Compare the invoice, proof of payment and CNS statement. Check the patient, dates, services concerned and explanations given. A difference may concern a single line rather than all the treatment.
If the reason is unclear, request a precise explanation: which document is missing, which service is disputed and which condition is considered unmet? Avoid resending the same file without identifying what is preventing processing.
Reconstruct a clear file
Arrange documents in order: any prescription, authorisation application where relevant, approval or refusal received, invoice and payment. For treatment abroad, add exchanges before treatment. Do not transfer procedures for unexpected care to treatment planned in advance.
Prepare a short note explaining your request: an omitted reimbursement, an amount to correct or disagreement over a coverage condition. Include the file reference so documents can be linked to earlier submissions.
Distinguish correction from appeal
The CNS explains that, at the insured person’s request, an ordinary decision may be followed by a formal presidential decision. After the board of directors’ decision, an appeal may be brought before the Social Security Arbitration Tribunal under the applicable procedures and deadlines. [1]
Identify the exact stage of the file. A complaint about response time or how you were received does not replace a challenge to a reimbursement decision. If a letter states a remedy, keep it in full and have the deadline checked before continuing with informal exchanges alone.
Frame a request proportionate to the disagreement
Separate accepted amounts from those still disputed. Explain the correction requested for each item and the corresponding document. If you seek only clarification, say so; if you challenge a decision, identify it clearly.
For a file with several invoices, a summary table prevents duplicate claims. Record reimbursements already received and the outstanding amount without assuming that the invoiced price must necessarily be covered in full.
Should I challenge the decision before obtaining every explanation?
The priority is checking the deadline attached to the decision. A request for an explanation must not lead you to miss an appeal deadline.
Is a corrected invoice always enough?
It may resolve a clerical error, but not necessarily a disagreement over entitlement to the benefit. Ask precisely which point needs to be corrected.
KM Legal can review the decision, supporting documents and nature of the disagreement to determine whether to complete the file, request a correction or lodge an appeal.
